A good problem slide doesn't just state an issue - it sets the stage for an inevitable future. It should make investors think, "Someone's going to solve this soon, it better be you." Don't overwhelm with data. One or two potent, well-sourced stats are enough to drive your point home. These stats should point at both real user pain and massive potential opportunity. VCs use problem slides to learn how the real world outside their billionaire bunkers actually works. So a good problem slide will provide potential investors knowledge they can use to even evaluate other players in your space.
Always. Consider expanding on it with a secondary "Impact of the Problem" slide of or a precursor "Current Paradigm" slide.
In the beginning of your pitch. Right after the title slide for most unless you're including a summary or vision statement.
